Going Freelance in the UAE: Licences, VAT and Corporate Tax (2026)
-
A freelance permit typically costs AED 7,500 to 12,500 per year in Dubai and northern-emirates free zones; an Abu Dhabi mainland freelancer licence can cost far less, with the visa priced separately.
-
VAT registration is mandatory once taxable turnover passes AED 375,000 in 12 months; voluntary registration opens at AED 187,500.
-
Corporate tax applies to individuals whose business turnover exceeds AED 1 million per year: 0% on taxable income up to AED 375,000 and 9% above.
-
Small Business Relief can zero your corporate tax bill if revenue stays at or below AED 3 million, but only for tax periods ending on or before 31 December 2029.
-
You lose employer gratuity, health insurance and paid leave the day you go solo; price all three into your day rate.
-
Keep a separate business account and invoice trail from day one; it is your VAT evidence, your tax return input and your mortgage application file.
Going freelance in the UAE costs more than the permit fee. A realistic 2026 budget covers a licence (typically AED 7,500 to 12,500 per year in Dubai free zones, less on some Abu Dhabi routes), a visa and Emirates ID if you need your own, self-funded health insurance, and registration for VAT at AED 375,000 of turnover and corporate tax above AED 1 million. In exchange you get to keep the margin an employer would have taken. Here is the full financial picture.
What does a freelance permit actually cost in 2026?
There are three main routes, and prices vary by activity and free zone, so treat these as typical ranges rather than quotes:
| Route | Typical annual cost (AED) | Notes |
|---|---|---|
| Dubai free zone freelance permit (e.g. TECOM's GoFreelance for media, tech, education) | about 7,500 | Permit only; visa and Emirates ID cost extra |
| Northern emirates free zones (RAKEZ, Ajman, UAQ) | about 10,000 to 12,500 first year | Often bundled with establishment card and visa eligibility |
| Abu Dhabi mainland freelancer licence | from a few hundred dirhams for the licence itself | Visa, if needed, priced separately |
Add to that: a residence visa package (medical, Emirates ID, stamping) typically AED 3,000 to 5,000 if you are not on a spouse's or parent's sponsorship, and health insurance you now buy yourself, roughly AED 3,000 to 10,000 per year depending on age and cover; size it with the insurance needs estimator. If you hold a residence visa already (for example under family sponsorship), a permit alone may be all you need, which is the cheapest way in.
When do VAT and corporate tax apply to a freelancer?
Two separate regimes, two separate thresholds, both run by the Federal Tax Authority (FTA):
VAT (5%). Registration is mandatory once your taxable supplies and imports exceed AED 375,000 over the previous 12 months (or will in the next 30 days). Voluntary registration opens at AED 187,500, which can be worth it if your clients are VAT-registered businesses and you want to reclaim input VAT. After registering you charge 5%, file returns (usually quarterly) and keep compliant tax invoices.
Corporate tax (9%). Natural persons conducting business are in scope only if annual business turnover exceeds AED 1 million. Above that, you register, file a return, and pay 0% on taxable income up to AED 375,000 and 9% on the excess. Employment income, personal investment income and personal real estate income (outside a licensed business) stay out of scope.
Small Business Relief is the big 2026 caveat: if your revenue is AED 3 million or below for the relevant tax period and all earlier periods, you can elect to be treated as having no taxable income, meaning no corporate tax to pay, though you still register and file. Under Ministerial Decision 73 of 2023 the relief applies only to tax periods ending on or before 31 December 2029, after the Ministry of Finance extended the relief in August 2026 (Ministerial Decision 131 of 2026); the AED 3 million revenue ceiling is unchanged. Check your eligibility in two minutes with the Small Business Relief checker.
Worked example. A freelance consultant bills AED 40,000 per month = AED 480,000 per year. VAT: over AED 375,000, so registration is mandatory; she charges 5% on invoices and files quarterly. Corporate tax: turnover is below AED 1 million, so she is not even in scope; no registration, no return. If she scales to AED 1.4 million, she registers for corporate tax, but with revenue under AED 3 million she can elect Small Business Relief and pay nothing for tax periods ending on or before 31 December 2029. Only once her revenue exceeds AED 3 million (or the relief lapses after 2029) do normal rules apply: roughly 9% on profit above AED 375,000.
How do you replace the employer safety net?
The day you go freelance you lose four things employers fund: gratuity, health insurance, paid leave and income continuity.
-
No gratuity: nobody is accruing end-of-service benefits for you anymore. Read why gratuity was never a pension anyway, then automate a monthly transfer, 10 to 20% of average income, into investments; the mechanics are in how to build a private retirement plan in the UAE.
-
Irregular income: hold 3 to 6 months of expenses as a buffer before quitting, and budget on your worst recent month, not your best. The UAE budget calculator gives you the floor number.
-
Banking and credit: open a separate account for business income (some free zones and banks offer freelancer accounts) and keep clean statements; banks underwrite freelancers on 6 to 24 months of history, which matters later for cards and mortgages, as covered in buying your first home in the UAE. If you are new to the country, start with how to open a bank account in the UAE.
-
Invoicing discipline: sequential invoice numbers, your licence number and TRN (tax registration number) once VAT-registered, 5% VAT shown separately, and stated payment terms. The UAE is also phasing in mandatory e-invoicing for businesses, so pick invoicing software rather than spreadsheets now.
FAQ
Do I need a licence at all if clients pay me abroad?
Working from the UAE for foreign clients is still work, and doing it without a permit breaches your visa terms even if the money never touches a UAE account. A permit also legitimises your income for banks, and foreign-client revenue still counts toward the VAT and corporate tax thresholds (exports of services are often zero-rated for VAT, but zero-rated is not exempt: they count toward the AED 375,000 registration test).
Is freelance income taxed if I earn under AED 375,000?
There is no personal income tax in the UAE. Corporate tax only touches you if business turnover exceeds AED 1 million per year, and even then the first AED 375,000 of taxable income is at 0%.
Can I freelance alongside my full-time job?
Often yes, with a permit for the freelance activity and, in most cases, a no-objection certificate from your employer. Check your employment contract's exclusivity clause first.
What records must I keep?
Invoices, contracts, expense receipts and bank statements, generally for at least 5 years for VAT purposes (and 7 years for corporate tax records). If you claim Small Business Relief you still need records proving revenue stayed at or below AED 3 million.
